What is the meaning of "level" ??

(1) - perturbations by winds, waves, tides, earthquakes, volcanism, seafloor spreading rates, meteor impact, temperature, ....
(2) - "serendipitous" discovery from satellite that seasurface resembles subdued bathymetry, say 10-3 x

(3) - slopes of 10-5 (1cm/km)
will cause currents
of 2 knots (100cm/sec) ....
